Known as “union” or “central” government, India has a quasi-federal system of government with elected officials at the union, state, and municipal levels . At the federal level, the president of India appoints the prime minister, who leads the government, from the coalition or political party with the majority of seats in the Lok Sabha. First-past-the-post voting is used to directly elect Lok Sabha MPs for a five-year term by universal adult suffrage. With the exception of 12 members who are presidentially appointed, members of State legislative assemblies elect the members of the Rajya Sabha, which represents the states, using a system known as proportional representation.
